Can you tell me how to use cylinder injector reading on a scan tool for example (3.5 ms) in evaluation or diagnose the engine or injector?

That wont tell you anything about the injector. That is a measurement of the pulse width (time on) in milliseconds that the computer is calling for at that moment. That number will constantly change during engine operation, depending on whether it is calling for more or less fuel.
