fuel gauge

fuel guage is on full. dual tank selector switch not working. when i connect a test light to guage wire it and the selector switch works. when i take test light off it stops working. the guage wire reads 7 volts. Is it supposed to have power?

Take a look at the attached pic. It is the wiring schematic for this vehicle. Can you identify which you are referring to?
