Fuel Gauge stuck on full when running

2005 HYUNDAI ACCENT

my fuel gauge is pegged to full and wont budge. When I turn the ignition off, it goes to empty, but as soon as I turn the key it stays on full. I had the sending unit in the tank replaced still the same.

the wire leading to the gauge may be bare someplace and grounding out on frame. there is a TSB on this that it should be an 8-200 ohm sending unit in tank which will read off, but check for a bare wire also. sending unit is in picture with part number. part number reading at empty half and full.
