Fuel gauge not working

I have a problem with my van. The fuel light is on and fuel gauge always reads empty.

I have replaced the fuel pump sending unit and the gauge on the dash still reads empty (fuel tank is full).

The sending unit I have tested resistance to make sure it working before I installed the unit. I have about 1000 ohms when empty and about 90 ohms when full.

When I first turn the van on the gauge goes to quarter of a tank then drop back down to empty. I did the diagnostic gauges test and it passes as describe in previous posting.

I also removed the instrument cluster panel r and check all solder connections for cracks, which I found and repair. In doing so I was hoping to solve the problem, which did not happen.

I do not think the BCM is bad as everything else is working at this time beside the seat belt warning light which does not show up on the panel when he seat belt is not engaged. The light is good on the seat belt warring light as it light up when the car starts then goes away.

This problem with the fuel gauge is driving me nuts, is there anything else I can do?

The sender wire goes directly into the BCM I would check the wire input to makes sure it is not open.

If okay the next place I would check is the gauge it sounds like it is shorted out.

Which junction block there are four of them on the unit? It says C1 on the diagram I am not sure which one is C1 as there is no markings.

There will not be any markings you must test right at the BCM input and the sender output. Dark blue wire.
