On the Tacoma that filter is mounted to the side of the engine just in front of the starter. It will have a banjo bolt at each end with crush washers. To replace it you remove the fuel pump fuse, then try starting the engine a couple times to draw the pressure down. Now put a drain pan under it and loosen the bolts that hold it to the engine, then remove the banjo bolts and the crush washers. The new filter should come with 4 new crush washers. They are installed as shown then attach the filter to the block and torque the banjo bolts to 22 lb. ft. Install the fuse and turn the key on and off a couple times to prime and then try to start the engine, it may take a couple tries as it purges the air out of the system.
