Fuel filter leaking issue?

A few weeks ago, my car started surging while driving. I decided to replace the fuel filter since it had been a few years I replaced it, but it leaked like crazy. I took it back to AutoZone thinking it might be the filter. The second one leaked. Finally, a third filter, and it still leaked. I really bolted these nuts tight that my strength would allow. I got the top banjo bolt area to stop leaking, but the bottom one leaked badly. I've never had a problem with this happening on my vehicle. It's an easy fix. What could be the problem?

Is there a new copper washer on both sides of the banjo fitting? If not, the filter will leak also, there is a "timer" on the filter that makes sure the orientation of the fuel lines or correct, if not it will kick the lines to the side and will not seal. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem.
