fuel filter stuck

I am trying to take off the old fuel filter to put a new one on, however the fuel filter is stuck seems to be rusted stuck. I have tried several different things to get it to come loose, but it wont budge. Help me please.

i am also pretty sure the miles on the van I typed in is wrong. lol

Use wd40 first to help loosen the fuel flange bolts, then use a line wrench here is a guide that will help you.
