How to change the fuel filler?

I need to know how to change the fuel filler neck step by step I believe this is what's preventing me from refueling, causing the pump to shut off every few seconds. This seems to be a common thing with this model. When I bought it I went to put gas in it and noticed the opening you out the gas pump in was loose so I tightened up the mounting screws and changed the hose at the bottom of the neck that connects to the fuel tank due to it deteriorating and the gas cap and cel lights on the dash were on so I changed the cap. I ran a code scan and it said a small emissions leak after researching the issue it says to change the neck if this don't work try blowing air through it idk how or what they mean by it and then to check the evap canister and lines again not sure of how to do this ether so if you can help guide me through each of these steps to see if the issue can be fixed would be great.

Yes, the hose can collapse causing the fuel to shut off much like you have described. But I can tell you if the canister vent valve does not open it will cause the same problem, here is the location for the vent valve which you can test by trying to blow through it which is the default position. Here is how to change the filler neck as well. Check out the images (below). Please upload pictures or videos in your response of any problems so we can see what to help you with.

The 1st pic is the metal line thats attached to the filler neck, I can't get it off. Can you tell me how to do it? The next is of the evap canister the yellow clip looks broken and the other hose looks like it's coming off. Can they be part of the issue? I will try the suggestions you gave tomorrow and I would like to know how they go.

On the first metal line it looks like a special tool must be used like a ford fuel line, please go over this video. On the EVAP canister yellow clip those fall apart like what has happened to you, the clip and all of its pieces must be removed, or the line will not come off, you might want to use a small standard screwdriver or a pick to get the pieces out. You will need a replacement clip which the auto parts store should have. The filler into the tank I believe is a press fit seal which will pull out once the filler is loose and the last hose should come off by levering the hose from the vent valve using a medium standard screwdriver. In the last image that valve stops working which makes it difficult to refuel the tank. So, I would test the valve and see if you can blow through it or not when activated.

Just to be clear in your previous message being your initial response you gave pics and the 3rd pic has an arrow pointing to the same fitting as i'm showing in the 1st pic of my last message that you say I need a special tool to remove it do you know what the tools called and how to use it?

Yep, you see the bump on the small tube that is where the other line hangs onto via the clip connector. It might be like the EVAP canister fitting, is hard to see from that angle. Check out the images (below). Let us know how it goes.

Yes I put an arrow of where it comes apart at. Can you send other images so I can see the connector complexly? That way I can walk you through the disconnection.
