Front right turn signal turns on, but does not flash?

The front right turn signal turns on when I turn the headlight lights on but does not flash when I toggle the turn signal switch on. Front right turn signal on the mirror does turn on and so does the rear. Connected the left headlight to the right side and it does flash. Replaced the bulb holder for the right turn signal in the headlight but did not resolve the problem. Do I have to replace the entire headlight or what else can I check?

Thanks for the video, it helps. It must be the wrong replacement bulb. Can you remove the bulb to see if there is two are one contacts in the bulb and socket or just one? Here is a guide that may help, also are they regular bulbs not LED?
