Front Blower Motor will not turn off

While ignition switch is in "on" or "run" position , the front blower motor runs, even with power to the temperature control console turned off. Problem continued even when blower relay substituted. Blower will run only at one speed. I have previously replaced blower relay twice. Problem persists.

if it is auto temperature control where you set the temperature have it scanned for codes by a mechanic. same thing if manual due to it may be tpim module or heater control.
