2003 Ford Windstar Tire wont turn.

My 2003 Ford Windstar rear passenger side wheels will not turn. It sat in driveway for one month and all the rest of the tires were turning.

If its a drum brake type inspect the wheel cylinder/ brake shoe/emergency brake-try to contract the shoes thru the inspection hole on the rear of the backing plate.
