2003 Ford Windstar Sticky Shifter

My van shifting lever has become very hard to move from Park to any gear including neutral. I have had it to two repair shops and they supposedly lubed the shifting cable/linkage with no inprovement. Other wise once it is in the gear you want it works fine. I am wanting to know if it is a lube issure or does the whole cable/linkage need replaced.

I would start with trying to lubericate the linkage.
