2002 Ford Windstar radiator fans wont turn off

My radiator fans wont shut off,even when i turn the car off
then the battery dies. they still run when i pulled the relays (302-303 under the hood from the manual)are these the right relays ?the car is not running hot.
this is the first problem i had with this car

Could be the Electric Fan Thermostat shorted out or the relays are bad..
