2001 Ford Windstar not sure

Ok my windstar has , the ABS light, Park brake light on all the time no odometer reading, speed-o-meter inop and when going down the road the over drive light flashes. I ran a hand held trouble shooting code reader and it gave me a code of P1509 which is the (IAC) sensor. I was thinking it was the speed-o- sensor, so I am not sure. Would you all be able to tell me what is bad?

The IAC has nothing to do with the gauges. Start with having the body control module checked.
