Hello,
When the air bag light is on the system is disabled and will not work in an accident. When the light come on you could have a sensor disconnected which is common but to be sure the system needs to be scanned which you can get a scanner from Amazon.
Follow this guide which will show you how to use it.

First disconnect both leads from battery and let sit about 10 min. So airbag system discharges then remove trim panel around instument panel then remove screws holding instument cluster in pull toward you and tilt face down you should see some small tabs sticking out of back of cluster remove the one inline with airbag inducator and replace the bulb install in reverse order the connect battery

If the airbag light is on and flashes once in awhile. Is it normal? Or. Does this mean that the airbag is not going to deploy on impact in an accident?

It should light for seven seconds after turning on the ignition switch. It goes out when all the self tests are passed. It should never turn on while driving. If it does, the computer detected an electrical problem and set a diagnostic fault code. Having that code read will get you into the circuit that needs further diagnosis. The system is turned off and the bag will not deploy when the light is on.

Check the fuses. There's always two 12 volt feed circuits so when one is dead, the other one is there to run the warning light.
