2000 Ford Windstar brakes make a swissing sound

I changed the front brake on my van and when i got done i started the van to build the brake pressure up and it would not build and all it was doing was making a swissing sound. Would that be the booster or can i just bleed the brakes.

was it doing that before? if not recheck your work.
