1999 Ford Windstar rack and pinion install

I am in the process of intalling a rack and pinion. I removed the broken one, hooked up the new one, bleed the system and started the car to let it run for two min...per the intructions. however as soon as i touched the steering wheel to turn it the steering wheel rapidly moves left to right on it's own. Why is it doning that?

I'm haveing the same problem. I dont know why it is doing that either. Anyone have the answer to this question?????
