1999 Ford Windstar power steering

Steering problem
1999 Ford Windstar Front Wheel Drive Automatic 250000 miles

I am having a problem with the power steering in my van. It seems to work fine when I'm driving on grass/gravel or even snow, but when I drive on dry or wet pavement it stops working. I can still turn it, but it is really really stiff.

make sure power steering fluid is full and belt is tight and not damaged/worn
