1999 Ford Windstar V6 Front Wheel Drive Automatic 191000 miles

Just tried to get an emissions check on a 1999 Ford Windstar and it failed because the check engine light would not come on when the ignition was turned on but not running. Is this more than likely a bulb or fuse?

Bulb, the PCM or the wires in between. Try removong the cluster and replacing the bulb, this is the easiest besides checking your fuses, which is the first thing you should do
