I have a heater motor that runs only on high. Removed teh resister and it looks a little rusty but no burn marks. How can I determine if it is the resister and not the blower

You can use a ground sensing testlight to test for ground signals arriving at different wires at the plug as the switch speeds are changed but chances are real good that the resister is the problem. Switch problems are rare.
