1998 Ford Windstar won't shift properly

I was towing a light weight boat and trailer, it did not act funny at first but then it would not shift right, is this normal I was out of overdrive as well, I also had the transmission serviced not too long ago, and had pulled the boat and trailer since then with out any problems, is there something i can check so it will shift right, also when I had the service done I did not have the transmission filter changed, could this cause a problem

Fluid level okay?

Test the throttle position sensor and the vehicle speed sensor-
