1998 Ford Windstar power steering boots blow up.

I recently replaced both of the rack and pinion boots because of blow up, now the new ones I installed are about to blow up due to pressure built up. The fluid seems to return to the pump just fine because I flushed the system after I replaced the boots. My question is why is there so much fluid accumulated in the boots and how I repair it.

The seals to the rack-n-pinion are leaking. Those rubber boots you replaced aren't supposed to hold back fluid from leaking out. They are there as dirt/dust shields so that grime doesn't get in.

You need to replace the rack-n-pinion.

Do you recommend trying to buy the repair kit or just flat out get a new rack and pinion.

I've never heard of a repair kit for a rack-n-pinion.
I'd just replace the whole unit.

A rebuilt unit will cost around $120.
