Why do I lose almost an 8th of a tank of gas everytime I go downhill.

Either you have a hole in the fuel tank or where the fuel pump / sending unit bolts to the top of the fuel tank. IT will need removed to be checked.
NOTE: This is based on what you said. You only lose it going down hill. Also, remember, any type of fuel leak is dangerous.
