1998 Ford Windstar HEATER OUTLET SELECTION ERRATIC

The air doesn't always blow out of the selected vent very well. Now i'm starting to notice that when I'm going down the highway it doesn't want to blow out anyhwere. The fan is blowing strong and all speeds operate. It seems like the little vacuum motor that runs the selector door may be worn out? I can hear some hissing comeing from the blower box area.
If you think this is the issue how do I access the vacuum motor?

ELECTRIC TEMPERATURE BLEND DOOR ACTUATOR
Removal & Installation
Remove cassette storage box or center shelf unit. Remove ashtray. Disconnect electrical harness connector from blend door actuator. Remove 3 retaining screws. Carefully pull electrical blend door actuator outward and off evaporator housing. To install, reverse removal procedure. Make sure door shaft is completely in and properly seated.
VACUUM CONTROL MOTORS
Removal & Installation (Air Damper Door)
Disconnect vacuum hose connectors (Red and Green) from vacuum control motor. Remove 2 retaining screws, rotate motor until shaft is clear of retainer. Lift shaft off mounting pin and remove vacuum control motor from evaporator housing. To install, reverse removal procedure.
Removal & Installation (Defrost Door)
Disconnect vacuum hose connectors (Blue and Yellow) from vacuum control motor. Remove push-pin from end of shaft. Remove 2 mounting screws, and remove vacuum control motor. To install, reverse removal procedure.
Removal & Installation (Recirculated/Fresh Air Door)
Disconnect Orange vacuum hose. Remove 2 screws retaining vacuum control motor. Rotate vacuum control motor until shaft is clear of retaining clip. Lift shaft off mounting pin, and remove vacuum control motor. To install, reverse removal procedure.
