1998 Ford Windstar Automatic

Hi - I've had the van for tw years, used. Everything was working when we bought it. A few months ago, the horn quit working. A few weeks later, the passenger window wouldn't go up or down. A few weeks ago, the rear windows wouldn't open or close. They do now. The rear wiper has never worked. Today, I tried to tiurn on the heat that worked yesterday. It does nothing. Now, I have no heat, AC or defogger. Could it be the fuses?

Check fuse #16 in underdash fuse/relay box for horn .. you could also check the fuses for the other systems/faults .. they are all controlled by the GEM (generic electrical module) ... so could be a fault with this ?
