1997 Ford Windstar Blower speed control

On my windstar van the heater and A/C only physically blow air when the blower speed switch is set to high. Alll the other positions dont do anything. I already tried a switch from the ford dealer which produced the same results. Is it the blower itself ? I am a backyard mechanic but, I cant follow the wiring harness even after taking half the dash apart. The harness kind of disappears . What could it be ? Is there a relay which controls this ?

Hello, I don't have a wiring diagram for your blower. Usually the high speed is wired differently form the lower speeds. The lower speeds use a resistor circuit. I'd check the circuits at the blower resistor.

That's a picture out of the parts book, for the resistor. I don't have a location. You might follow the blower motor connector. As far as testing, Turn everything on, turn the blower speed to a lower speed, check for voltage going into the resistor and out. I don't have a wiring diagram on this, I have it for a 99 not sure if the wiring colors are the same?

Thank you . I will look into finding where this resistor is. I might start at my parts store or ford parts counter on saturday. Once I find out where it is , I can check it and replace it if thats my problem . Thank you so much for your help.
