1996 Ford Windstar Upper Manifold Plenum

An engine diagnosis indicated I needed a lower intake manifold gasket, when i went for a second estimate the shot said it was required to replace the upper manifold plenum with a part cost of $1200.00. Is that abosultely required when nither diagnostic indicate that there was any leakage or damage to the upper manifold plenum.
