1996 Ford Windstar Cold Weather

Last year I had a hell of a time passing the emissions test here in MA. The repairs I did to the van got me almost to 21 MPG. That is if I kept my speed at 62, which I don't, but that is not the problem.

Starting in late November my gas mileage fell off considerably. I am now averaging 15 MPG.

After the repairs at the beginning of 2009, the computer was reset and during the 'training' period for the computer I used middle octane or high octane fuel. I do see some improvement if I fill up with the higher octane.

I suspect the alcohol content in the gas combined with the lower octance. My question is if the Windstar has a cold air compensation sensor, valve, air flap, etc that may also be part of the problem.
