1995 Windstar speed sensor

Had it scanned and it shows sensor not working have replaced it with 3 different new ones and shows the same thing. Does the signal go thru the dash cluster from the computor or from computor to sensor. Or is there something else that could cause it not to work. Thank you in advance for any help I can get.

It downshifts when I let up on the gas peddle also shifts real hard but what I need to know is what could cause the speed sensor not to work if im sure that it is good. Thank you
