1995 Ford Windstar Powewr steering

Ireplaced the power steering pump 3 months ago, also replaced the axle on the front right side. Steering wheel is hard to turn period. What is the problem?

if pump & pulley, fluid and drive belt are good then suspect faulty rack and pinion.
