1995 Ford Windstar Heater and A/C fan

Air cools and heater produces warm air but the fan blower doesn't work. Is it most likely a relay, module, or something else?

If it was me I'll direct power to the blower motor-if it comes on-next target in line is the blower motor resistor-A blown blower motor resistor will cause this problem 90% of the time.
