i have an electrical problem, that is shorting out all my fuses, What do i do? and how can i know for sure?

On the fuse panel there is #2,#14,#18,#19,#21,#36 at least every other day and i replace it with the 30amps fuse,#39. Also i found that from the relay box is missing the Aux Htr. And last but not least in the Engine compartment main fuse panel H,E,F are also missing and V. Will this matter? My father was a mechanic and taught me some what but he has passed on and i have to learn more.
