I got these seat belts and there rolled up all the way and its locked I cant pull it back or anything how can I fix that?

You'll have to take them out of the truck and see if the releases are stuck. That may be the problem. They made need oil due to age and are frozen in place. You'll see the lock, it is similar to a rachet.
