2002 Ford Thunderbird Shift lever won't come out of Park

The shift lever will not release and brake lights do not, come on. I have checked the 5A fuse in the central fuse box (#35) it is good. What else would keep the power from releasing the shift lever solenoid? Is there a manual release button to get the lever out of Park?
