2002 Ford Thunderbird fuel related

replaced fuel filter and got the car running. Stopped mid running and wnt start back up. fuel pump doesnt seem to be sending fuel. checked fuses and relays. it is blowing a 15amp mini fuse over and over. fearful that the fuel pump is seized up?

If you unplg the pump at the tank, does the fuse still blow? if not could be the pump, if yes, check the wires to the pump...check pump relay in the power distribution box, under the hood...owners manual should tell you the relay legend...
