Car starts up, doesn't seem to hold the minimum idle speed because the rpm after starting just decreases until car dies unless I give it gas to keep the car running

Better late than never; I have a 1996 TB. Although the idle is suppose to be set by the computer, at the end of the throttle cable is a set screw which you can adjust the idle. It is tight and need Visegrip pliers to clamp on and turn. Hope this helps.
