1996 Ford Thunderbird High idle problem on going

#1: Dose the cannister purge valve stay open or closed while engine is running.
#2: Purge valve is operating correctly when i done a bench test on.
#3: If it is supposed to stay open while running,if it does not stay open will that cause the the high idle problem.

If it is closed, it shouldn't cause a high idle. Have you checked for vacuum leaks? Also, has the throttle position sensor been checked?
