1995 Ford Thunderbird EGR

Check engine light on. Code P1407 (EGR no flow detected). I replaced the EGR valve and reset computer. All hoses, wires, etc. seem to be in good shape. No vacuum leaks detected. Light comes back on after about 30 miles. The car is driven highway miles daily. It runs great. Idles smooth, just like the day it was new! It does seem to be getting a little less gas mileage lately. What should I look at next?
