1994 Ford Thunderbird fuel smell

when I fill my my tank over half full I get a strong fuel oder. I can't see any fuel leaking. It does not happen when the tank is below half.

Chances are there is a leak at the top of the tank. It could be a small rust hole that seeps fuel. Remove the tank to check.
