1989 Ford Thunderbird Not shifting

Transmission problem
1989 Ford Thunderbird 6 cyl Two Wheel Drive Automatic

My car will shift into 2nd gear smoothly but won't go any farther than that and my passing gear won't kick in either when I get up to 40 mph and let off the throttle the car jerks as if it's trying to shift until my cars speed Is down to 35 mph I've changed the filter and fluid hoping it was it but nothing has improved what could it be

Has the check engine light come on? It could have to do with a shift solenoid or trans control module (TCM).
