1984 Ford Thunderbird Fuel Pump

Car has a 5.0 CFI engine. The engine cranks normally, but won't start. When I turn the ignition to "on" I no longer hear the fuel pump primer sound. I believe there are two fuel pumps on this car - external mounted and in tank. Engine was running fine a few days ago. What would be the best way to start troubleshooting? I was thinking of looking at the fuel pump relay. Do you know where the fuel pump relay is located on this car? Thanks!

Relay in trunk right wheel well
Pump under right rear seat on frame rail.
The other in tank. Check power to relay see if it clicks when key on. Check pump for power on rail.
Then on to tank unit.
