1994 Ford Tempo stuck at high RPM

1994 Ford Tempo 4 cyl Front Wheel Drive Automatic

when we start the car(when it finally starts) it revs up and stays there. we replaced the throttle positioning sensor and it was no help. There is no check engine light so I don't know what else to do.

Check and test the idle air control solenoid if okay also look for vacuun leaks
