1994 Ford Tempo Car Not Shifting In Proper GEAR

I have a 2.3 liter 94 tempo coupe when I drive the car and step on the gas pedal it takes a long time to shift into the proper gear it is an automatic. When I hit 30 mph it should be in at least 3rd gear instead it feels like 2nd gear. But when I finally hit 45mph it shifts into the correct gear and you can feel the difference. I want to get this problem fix what do you guys think it is. I was told my gear shaft, something my be loose in the transmission I'm clueless.

did this just start acting this way suddenly? under your throttle body (where the air intake butterfly is located) there is a rod/arm (adjustable) that is known to come loose and this arm sets your shift points determined by the position of your gas pedal (butterfly) if this has disconnected on either end your shifting will be too late or too soon! it goes strate down from throttle linkage to trans pivoting arm. it also has a long spring attached to help it actuate.
