1993 Ford Tempo help late shifting

i have a 1993 ford tempo i recenly had the timing chain replaced an when i got it back it shifts really really late and it wont down shift when u floor it i need some help on what is wrong with it

never heard of an actual reason to replace timiming chain unless rebuilding engine. the trans senses shift points based on speed and throttle setting. the arm for shifts comes down off throttle onto lever on side of trans. this also where floor shift arm is and neutral safety switch. check to make sure the throttle to trans arm rod is intact/working.
