1993 Ford Tempo 4 cyl Two Wheel Drive Automatic

WHERE IS THE FUSE BOX LOCATED ON A 1993 FORD TEMPO? MY SEAT BELT ON THE DRIVER'S SIDE SEEMS TO BE STUCK, ALL THE WINDOWS DON'T GO UP OR DOWN AND THE BACK DOORS DON'T OPEN.THE PASSENGER DOOR HAS A HARD TIME OPENING WITH A KEY, TURNING THE KEY IS HARD TO DO AND I CAN'T PULL UP THE BUTTON TO UNLOCK THE BACK DOORS UP.

FUSE PANEL LOCATION The fuse panel is located under the instrument panel to the left of the steering column.
