1992 Ford Tempo What do I do ?

Electrical problem
1992 Ford Tempo 6 cyl Front Wheel Drive

When I shut my car off my fan comes on and does not shut off . When I remove the negative battery cable the voltage spikes and the windshield wipers go crazy . What do I do ? It was running normal . This happened suddenly .

Sounds like the fan relay is sticking

first check if fan is running before you shut it off! it's actually normal for fan to stay running until radiator fluid is cooled sufficiently! this could take a couple minutes! which seems like a long time when your waiting and watching!
another possibilty is someone has done some rewiring and messed things up!
you didn't mention when this all started and if it was normal before this happened?
