1992 Ford Tempo problem with mother in laws car

Her car idles too fast i took it too a mechanic and he said that there is a screen by the carburator what would he be talking about? and why would it idle like that? It will idle up too 30 mph. We had the idle adjusted but it doesn't seem to help. Please help? Thank-you

a 1992 tempo should not have carburetor,it has fuel injection.check round throttle body area for bad vaccume hoses and change iddle control valve.
