1992 Ford Tempo, Timing belt?

1992 Ford Tempo, I just bought the car, was told that the timing belt was no good. I took off the oil cap and when the car is cranking over I can see the valves moving. Is it very likely that the timing has slipped or is there another problem?

most of the time, the belt breaks, or the teeth get ripped off in one spot.

4cyl 2.3 your car aint got no timing belt! has timing chain that i can say i've personally never heard of going bad even at 300,000 miles! take a compression test to see if cylinders, valves, head gasket are good.

I pulled one of the spark plugs the other day, completely fouled. Today will change plugs, hopefully it will run.
