1992 Ford Tempo fuel pump or pressure regulator

my aunt has a 1992 ford tempo. when you turn on the switch you can hear the fuel pump run and then stop, then the car will start. if you turn on the switch and the fuel pump runs and runs without stopping then the car will not start. could this be the fuel pump problem or a fuel pressure regulator problem?

Have the fuel pump relay and the EEC power relay checked out
