1992 Ford Tempo fan only runs sometimes

Engine Cooling problem
1992 Ford Tempo 4 cyl Two Wheel Drive Automatic

the engine was ovweheating so we drained the radiator and flushed it out. We put in fresh antifreeze and it is still overheating. We noticed that the engine fan is not running sometimes.

the head gasket will make the temp go up but not the fans to run have someone chck for co2 in the coolant
